Community Regeneration and Empowerment
Policy drivers
With the completion of the NDC programme, and the termination of
Area-Based Grant regimes such as Working Neighbourhood Fund and
Future Jobs Fund, a fresh look is required as to how area-based
regeneration is taken forward in the coming years. The new
government's focus on localism, volunteering and mutualism provides
a guide to the likely new agenda. M·E·L Research is centring this
opportunity around the move from 'deficit' to 'asset-based'
regeneration, and a continuing focus on tackling social justice and
inequalities.
The new government's focus raises a range of questions - who is
motivated to volunteer? What are the motivators and how can these
be developed? Who is interested in being part of a local mutual or
community asset ownership? What areas of public service might
better be taken forward through these routes? What is the optimal
geographical focus for localism? And of course ultimately - what
are the benefits, and who benefits?
M·E·L Research has a 25-year time-line of involvement in the
various area-based regeneration initiatives that have evolved in
the UK over this period - from Inner City Partnership and City
Challenge, to SRB and Housing Action Trusts, then on to NDC and
Neighbourhood Management Pathfinders, and recently the Inspiring
Communities Fund. As locally-based regeneration faces a new and
uncertain phase, our aim is to provide the research, evaluation and
consultancy expertise that will make it work to the best interests
of equalities and social justice.
