Policy drivers
With the removal of centrally-imposed national target standards
such as the 'policing confidence' indicator, local Constabularies
are now in a position to develop customised performance measures
that test resident satisfaction with local policing services. The
prospective replacement of Police Authorities by locally elected
representatives, also creates a new policy need for citizen
research on local priorities, and how standards should be
judged.
In the wider arena of criminal justice, a greater focus on
community sentencing again raises the need for research evidence,
involving offenders, victims, and communities as a whole where
restorative justice takes place, on whether the public have
confidence in the system and whether it helps improve outcomes from
offender management.
Fire and Rescue Services similarly are adjusting to their
growing role as a community-based preventive service, and are
developing a growing need for citizen insight and social marketing
evidence, to help develop the effectiveness of their growing
communications and behaviour change services.
