Citizen Information Accounts
Data sharing between public organisations has huge potential
benefits for service delivery but also some noticeable
barriers. The idea of a 'Citizen Information Account' has
been developed which would effectively act as a voluntary public
record device - giving power to residents to authorise what
personal data they are prepared or not prepared to see shared
between agencies/partners. This is a relatively
under-researched area of policy both in terms of public attitudes
and delivery. M·E·L Research was commissioned by
Birmingham City Council and the Improvement and Efficiency West
Midlands (IEWM) Local and Community Intelligence (LACI) programme
to conduct feasibility work with local residents.
