What's the Agenda?
Everyone has a strategy. Love them or loathe them, strategies
are the cornerstone of public service excellence - provided they
lead to the right actions and effective results. This means
embedding an evaluation process throughout the strategy and
delivery plan. How do we ensure strategies are designed for this
purpose? Can we be clear about the plausible effects of our planned
actions? Is there an evaluation framework built in from the start?
Have performance indicators been properly designed to measure
process, output, and contribution to desired outcomes. Is a
commitment to monitoring these indicators (and an agreement to
monitor this way by all relevant parties) secured? How do we use
the results track, monitor, evaluate and manage performance?
